Plava lies in the north of Albanian lands, covering an area of 486 km², at the foot of the Albanian Alps and at the source of the Lima River. The municipality of Plava is a cross-border municipality, with a length of 52 km bordering the territory of Albania. 

The Plava valley, with its rare beauties, has been inhabited since ancient times. In written documents, Plava is not mentioned as a settlement, but as a village named Flavius (Phlavius) from Roman times. It is first mentioned as a settlement in the 13th century, in 1435, in various writings where the people of Plava traveled to Shkodra to be supplied with salt. 

The very characteristic and attractive natural features of the municipality of Plava undoubtedly make this mountain region the most important and valuable in Montenegro, where various types of tourism are developed (winter, summer, lake, mountain, stationary, transit, etc.), as well as activities like skiing, hunting, fishing, kayaking, mountaineering, water sports, rafting, etc. 

One of the tourist attractions in this area is undoubtedly Lake Plava, the second largest and most beautiful lake in the region, followed by numerous mountain lakes, or "mountain eyes," with floating islands in them, abundant karst springs, with the most beautiful being "Burimet e Ali Pashës" and "Rreth Skakavica," as well as routes and climbing facilities leading to the highest peaks in Montenegro.
